There are two types of people that exist in the world: the fighters, and the fightees.

And then there’s Hazama.

At first glance, Hazama presents himself to be a completely normal, if not cowardly, man. He’s calm and collected, polite to a fault, all smiles to everyone and prefers to avoid fighting if he can, as he claims to be a poor fighter. As a member of the NOL Intelligence Department, he has no qualms in sharing information, but that doesn’t mean he isn’t withholding something. As Captain, he’s charismatic and sociable, even if people find him a little off. And as someone representing that NOL, he’ll follow his orders to the T with a smile that belies nothing - of course, as a Captain in the Novus Orbis Librarium’s Intelligence Department, one can say he’s the text book example on how a member of the Intelligence Department should be, with his loyalty to the NOL absolute.

But there’s only one, teeny, tiny problem with Hazama being Mr. Nice Guy and Loyal Soldier: it’s all a ruse. In truth, Hazama is actually Yuuki Terumi, the driving force behind a whole lot of misfortune in his world: from creating the Black Beast to orphaning children to liking Noel’s cooking, Hazama is one of, if not the, true evil(s) in a world where there is no black and white morality. The personality he shows to the general public? It’s a subtle display of his true colors, but one doesn’t know that the first time you meet him, no matter how unusual he seems (or you have great instincts, like Makato Nanaya). Him being polite? That’s actually veiled sarcasm. His smiles? It’s all mocking. His claims of being a horrible fighter? Well, he is horrible, but everyone else is shit compared to him and he’ll still wipe his opponent’s ass to the floor even with both hands tied behind his back.

Hazama’s true personality, once he discards all pretenses of being civil, is one who is unrestrained and ruthless. He takes joy in the misery in others, especially if he was the cause; he can take a well meaning person - like say, Tsubaki for instance – approach them when they’re at their most vulnerable (after Noel’s victory, she’s oh so hurt and confused poor thing), say the what they don’t want to hear (did you know you were supposed to stand by the Major’s side, Yayoi? That you were deprived of your rightful place?) and watch the fireworks happen (yes, good, please go after her, First Lieutenant). Sadistic, crude, immoral, arrogant, these traits has fueled Hazama to his goal of throwing the world into despair – he wants to watch it crack, fall apart, and collapse, and he has no better reason to do it other than he wants to watch everyone and everything fall into said despair. He has no qualms using anyone for his goals, as he has no morality restraining him; he will cause pain and destruction, just so people can hate him; he will use the worst solution possible, just to see the outcome; but most of all, he can do all of these things because he can.
